MOVING TOWARDS INDIVIDUALISED FUNDING

NSW Minister for Disability Services, Andrew Constance, today launched the Consumer Development Fund (CDF) to support people with disability and their families make the transition to a new disability system based on self-directed supports and individualised budgets. 

$5 million has been allocated to the fund to prepare for the expansion of individualised funding arrangements. 

“We want to ensure that people feel comfortable and confident accessing the services they need which best suits their individual circumstances by the time it is introduced in July 2014,” Mr Constance said. 

“The Consumer Development Fund will assist people to make the most of the opportunities available to them through individualised budgets.” 

The fund is an initiative of the Living Life My Way consultations where participants identified the need for support which raises awareness of opportunities, builds a person or family’s skills in developing partnerships and networks as well as their capacity to manage their own disability resources. 

CDF will support a wide range of capacity building initiatives for people with disability, families, carers from different backgrounds across the State. 

The NSW Council for Intellectual Disability (CID) has been engaged to administer the fund under the direction of an advisory group that will have diverse representation from people with disability, families, carers and consumer bodies. CID has significant leadership and expertise in capacity building initiatives and has been close involved in the Living Life My Way consultation process. 

“We look forward to assisting people through this change which will ultimately result in them having more control over their lives,” said Ms Aine Healy, Executive Director, NSW Council for Intellectual Disability.

“This may be through forums, creating local groups or networks, training or more creative means.”

Sunnyfield CEO, Caroline Cuddihy, and the new GM Housing and Support, Doug Menzies, have kindly offered to interrupt their busy schedules to make a presentation to us at this meeting.

This is clearly a wonderful opportunity for us to gain first hand information on how Sunnyfield is coping with the many challenges being faced by changes in the manner of service delivery.

This is an important meeting for us. It would be great for us all to have our meeting room full again, as was the case with our June meeting with ADHC.

NDIS - Hmmm - pennies beginning to drop everywhere now!!

Duty of care can change the vote

IF you are an aspiring politician, you could do a lot worse than jump on board the disability issue.
Last year's census shows that almost one million Australians reported some form of core disability, meaning they required assistance with self-care, mobility and/or communication.

This number was up 177,000 on 2006 and is therefore growing at a rate of about 35,000 a year.
My analysis of which communities are bearing the brunt of disability care shows there is no postcode where there isn't any disability.

By the next election, the core-disability population will be pushing towards 1.1 million. How many voters' lives do you think might be affected by 1.1 million mostly older Australians with a core disability?

There's the disabled person as well as their children, their sons- and daughters-in-law, their grandchildren as well as the friends of all of the above. And that's to say nothing of the entire care-giving workforce and its network of family and friends.

And disability is an emotional issue: mum and dad have worked hard, paid their taxes - they're entitled to a dignified end with professional care and no financial worry.

It might just be a vote-changer for many.
